Freihandelszone in Shanghai: Viel Lärm um wenig Details in Waigaoqiao

Es quietscht. Die Bremsen ächzen, der Bus kommt zum Stehen. Stau! Auf der mehrspurigen Autobahn in Waigaoqiao in Shanghai geht nichts mehr, die Autos stehen dicht an dicht. Über ihnen spannt sich ein rot und gelb gestrichener Stahlbogen. “China Shanghai Pilot Free Trade Zone” steht darauf. Auf 28 Quadratkilometern findet hier die nächste Wirtschaftsrevolution Chinas statt: Die Freihandelszone Waigaoqiao soll mit freiem Währungstausch und schnelleren Genehmigungsverfahren die Transformation Shanghais zu einem der führenden Wirtschafts- und Finanzzentren Asiens bis zum Jahr 2020 vorantreiben.

Noch geht es in Waigaoqiao allerdings nur langsam voran:  Knapp sechs Wochen nach der Eröffnung fehlen noch immer konkrete Angaben. Chinesen und Ausländer rätseln, was denn nun genau in Waigaoqiao erlaubt sein wird und was nicht. Viele Unternehmen scheuen sich deshalb, in die Zone zu gehen. Sie hoffen, dass nach der Plenarsitzung des Zentralkomitees, die am Samstag beginnt, mehr Klarheit herrscht. Bis dahin ist die Freihandelszone aber vor allem eines: ein großer PR-Gag.
